There is one other possibility. If the holes are small it could be emerging cicadas. If there are also mounds of sandy dirt with a small hole in the middle it could be cicada killer wasps. We are having those again this year.
We had skunks and possums roaming at night years ago. We found the skunk den and as fate had it, they had dug a hog under the foundation right beneath my daughter's window. I called the city animal control and they couldn't help. They did tell us to heavily sprinkly talcum powder on the ground around the hole. It was a pain, but we had to do this for a few weeks reapplying until we noticed footprints leading out of the den. Once we knew they were out forraging, we put mothballs down the hole. They won't go back when they smell them. Then we filled in the holes to keep any sick or decaying varments away from the house.
And yes....we felt silly doing it because they leave at night, and we had to stay up to watch the darn skunk den. (from the inside of the house) It actually worked and we were rid of the skunks. The possums lived elsewhere so we were not successful with them. We had to be diligent about not leaving pet food outside because it attracks them and other pests.
