What is the process of repainting and weather proofing outside chairs?

I bought 2 wooden outside rocking chairs from department store several years ago for front porch, All the paint is chipping off (came in color that matches our house) with what type of paint do i use to repaint these and what to use to weatherproof these as we do get harsh winter weather. Any suggestions?

I use Rustoleum 2X on outdoor furniture, and their clearcoat spray. There's lots of colors to choose from, and finishes.
