Just the way you've asked, but in a different order...strip first which will require scraping, then some sanding may be necessary, then stain or repaint (if painting, prime first). Depends on what you want for the finished product. Are you just repainting? Then unless the paint is damaged just lightly sand smooth and paint
If you are trying to stain painted wood...hmmma lot of work. Strip, sand and HOPE the stain doesnt come out blotchy. Use a good prestain treatment
If you are painting stained woodwork then just sand prime with a good stain blocking primer like kill or my favorite Gripper. Then paint
