What is the style you want? You can go as simple as a block of wood, hot glue small saucers to the wood and add candles. Another option is to drill a hole in a thinner piece of wood using a hole drill bit, glue it on a thicker piece of wood of the same size. Insert candles in the holes. For more ornate designs, I have used lamp bases I purchased from thrift stores. Remove the wiring, clean them with soap and water, let dry, paint. Paint a small saucer and glue it to the top. E6000 is the glue of choice for me. Add a candle and your done.
