Bar keepers friend. It’s like comet cleaner except for pots. Happy scrubbing. It’ll be pretty when you finish.

  • you could try making the pan wet with water, sprinkling with baking soda and then adding white vinegar. the solution will get fizzy and you should be able to light scour the dirt off.

The Bar Keepers Friend and peroxide is a fab mix, with that I also use a high grit sanding paper to sand away whatever is left. A small piece will do. I typically use 180 or 200 and even 220 depending on the pan and how damaged it is. You don't want to scratch it, so be mindful of that.

Your pan appears to be stainless steel with a cooked-on grease/oil film.

The easiest and most trouble-free way of cleaning it is to spray the metal portion (not the handle) generously with Easy-Off oven cleaner, then slip the pan into a plastic bag and close securely. Let rest for a day or two, seriously, and then remove and wash off most of the goopy stuff.

    If necessary, repeat the process.

I've used this method on yard sale finds that appeared hopeless. They came out good as new.
