Just change it out to a fancier one.

You can add another baseboard on top of that one to get a very "old fashioned" look! Many of the old houses were done that way and no one knew! In other words, your base now looks like it's about 4 inches high and you can add another 2 inches to it with an ogee (ogee is just a description of a curve) base or just a quarter-round on top of it!

Since it is already painted you could add to it to make is look more substantial. Using a 2x4 block of wood as a spacer, add an additional (fancy) trim piece of half round on the wall. The 2x4 will ensure an even spacing all the way around. Now, paint the new trim, the wall spacing and the old trim the same color. It gives the appearance of a larger, fancier baseboad.

These are generally 4" deep - conveniently, so is the diameter of clay soil pipes. Remove the baseboard, insert clay soil pipes - cut baseboard to correct width so it goes completely under the cupboard, affix the clay soil pipes using glue gun or silicone sealant then slide under your cupboard for instant wine bottle storage. being at floor level means it'll also help keep your wine cool.

If desired, you can also run some LED ropelights under the unit to help you choose your tipple.

I saw a real neat idea in an historic house in Greensboro, NC. They had painted the baseboard a dark color, then 'feathered' a light color on top to resemble MARBLE. (I would get a picture of some marble so i could duplicate the veining.) I don't think it would take long to do this after the base coat is painted as you are not covering the whole thing, just adding the streaks. Best wishes!

How you would treat this would depend on what style you were looking for. If you want a fancier look you could stack another trim piece, or even more than one, as suggested above. If you like a less fussy look but something more than what's there you could simply add a quarter round on top and against the wall that would leave a small reveal on the top ledge and paint the it all the same color. You could also add another quarter round at the floor in front for something more substantial but still simple.

I did this all over the house. I added molding to the top and bottom of the old base boards. Got to Home depot and see what you like. paint and glue on top of the existing base boards
