How do fix the interior part of the concrete foundation that molds?

My downstairs rooms have about 9-10" of the concrete foundation which is open and was painted. It grows mold every year when the cold weather makes it get condensation especially when beds and furniture block air circulation. It was not encased with a barrier of any kind. Do I need to remove the paint before fixing the problem, and what is the best way of remedying this? Also, the surface is not completely smooth.

There may have to be a removal of the paint as it may not be mold resistant. Then use drylock to seal the pores in the concrete. Drylock can be colored.
What are you planning on having done? Removing paint is not necessary.
Chances are you need better ventilation and dehumidifiers. That would be a start. To clean the existing mold use vinegar.

You can repaint with a proper paint intended for basement use, like Kilz or Zinsser.
Lowes and Home Depot have products for getting rid of mold. It sounds like the paint used had some kind of silcon product in it, which all silicon accelerates mold. After rinsing down the mold killer, and letting it dry thoroughly, Have KILZ tinted to the color you like and apply 2 coats, using a 1-1/2' lambs wool roller. (or lamb's wool replacement)
Marissa, you must use the KILZ first, as it seals anything from bleeding through. As I mentioned earlier, 2 coats tinted to the finish paint color. THERE IS NO SHORTCUT. This sealer will block all stains. If you just use paint, the first time the humidity changes, remember I warned you. It will come right through the paint, and then you will have to start over.
