Ray, I've made rag rugs before. I just tied an overhand knot at the top of three strips of fabric. Then I pinned or nailed the knot to a board and started braiding. As one strip gets short, take another strip and weave it into the braid (no more knots.)
I generally stitch, but this site has an interesting tie method.

A rag rug is supposed to be 'rustic' by nature, so a simple knot should do the trick.
There are ways to use a large crochet hook to make the rug-most craft stores have instructions and supplies for this kind of project.
