I would scrape the floors and then put down the new waterproof vinyl planks.
Laminate flooring might work for this area.
Laminate would not work in a laundry room with water. If you had a washer leak, it would ruin your floors that is why I suggested the waterproof vinyl.
I agree with the vinyl idea.
I would clean it well and then paint with a concrete specific paint.
