Should I paint the inside of drawers when painting cabinets?

yes, you need to take the doors off anyway so it is accessible.

I recommend cleaning the inside thoroughly if you are refurbishing a dresser but not painting. Other paint scents stick to your clothes. If you are painting a display cabinet with mirrors where the inside is visible, a china cabinet for example, I think you may but make sure the color compliments or blends.

Completely up to you. I would definitely paint the inside of the cabinets, as it makes them easier to clean and wipe down when necessary, plus it keeps them brighter and easier to find things if lighting is not the best.

That is a personal choice, and I have seen it done both ways. I have also seen some people break up the project so it isn't such a task and do the outsides first, then take a month or so break, and slowly concur the insides.

Oak is a serviceable hardwood, I would clean them w/ Murphy’s oil soap and put in fresh shelf liner material. That way if that cooking oil bottle of that syrup bottle’s drips make it to the shelf, you can throw out the shelf liner instead of dealing w/ a stain.

If you want to seal the oak, I would use a water-based low VOC polyurethane. Consider that whatever residues or stains that don’t get cleaned up will become sealed forever into the wood.

It is a matter of choice! Do you want it to look new? Do you like the inside colour or finish ?

This is a personal choice! If you want there to be a fun pop of color or pattern you can use contact paper or peel and stick wall paper! This can also be used on the sides of your drawers.
