Are they already Painted? Just repaint as you did before, but as you learned it's just a temporary fix.
Depending on what material your counter is made from there are refinishing kits you can purchase online or at the big box stores. Like this one from Rustoleum.

DIY Painted Counter Tops
Hi Teene,
Painting Counter tops is super easy and fun! I will add a couple of pix of some counter tops done with Dixie Belle Chalk Mineral Paint.
Easy to do, here are the steps:
Clean with Dixie Belle White Lightning
Use Dixie Belle Slick Stick (you might need 2 coats)
Paint with Dixie Belle Chalk Mineral Paint/faux paint or stencil
Use Gator Hide for a beautiful finish!
