If you have an IPhone there is a free app which I downloaded and have used where you take a picture of the plant and upload it and it will identify it.
If you have a cell phone - there are several plant identification apps where you simply snap a picture of the plant and upload the picture to the app. You can google - plant ID apps and see which one you like best!
Or - you can snip off a branch with the leaves attached and take it to a reputable local garden center or plant nursery. They usually have a wealth of knowledge and may be able to identify the plant for you right there!
It looks like a Weeping Redbud Tree to me. In the spring little flowers grow on the branches. Later the heart shaped leaves begin to grow and the long seed pods develope. They're one of my favorite trees.
