I once lived in an apartment with awful windows and insulation. We made these DIY shades for the winter. It's basically two layers of fabric and then the insulating material you'd use to make potholders.
Inspect your house. Figure out where air is escaping and coming in. Insulation in attic adequate? How old are the windows? What about weather stripping around the doors? Thermal curtains and drapes do make a difference.
Check all rubber and plastic seals around your doors to make sure they are not crimped and are fitting correctly. Check the rubber at the bottom of the doors to make sure they are not ripped. These can be replaced very easily. Put foam covers in all outlets to stop the drafts. Check all windows to make sure they are latched and there are no drafts coming through. Good heavy drapes or blinds help if you close them at night. Have your furnace checked to make sure it is working efficiently and the ducts are clean.

Another thing that can help, after you've followed the above suggestions, is purchase plastic film for your window. It is not hard to install and really quite cheap. The bonus is money saved on your heating bill after you have insulated your windows. AND it is removable if you're in an apartment.
I would also use a humidifier in the rooms you use the most. I have a 6 or 8 qt. (forgot which it is) humidifier that is in the living room and it takes care of my living room, kitchen, and dining room and raises the temperature in those rooms by 15 to 20 degrees. I also have the same size humidifier upstairs, in the hallway, and it makes the 3 bedrooms and bathroom so much warmer! No more static shocks either! If I forget to fill the humidifier, the temperature in my house tells me. It will drop the temperature and you actually get chilled if the humidifier runs out of water... that's one way to know that a humidifier works.
Insulation, seal cracks with caulking. Remember if you can see light, air passes through.
