That's odd, I have never had a shepherds hook bend. How much weight do you have on them?
See if these help.

I have never had a Shepard's hook bend and I have been using them for more years than I want to claim, I have one with four hooks and have four really heavy pots of flowers hanging on them and it hasn't even tilted! Perhaps you need to get heavier Shepard's hooks. I don't have the pleasure of being able to hang orchids outside since I don't want to introduce bugs to them for the couple of months they would be outside. I have too many plants inside that could be affected. It takes so long to treat the others that I bring inside in the fall and I don't want to harm my orchids with the weird weather we have been having either!
I occasionally have Shepard hooks that tilt on me due to weight and a strong wind. I upright it and use a heavy metal garden fence stake with the post of the Shepard hook inside of it and it holds it up wonderfully from trying to fall over again. You can always paint the metal fence post to make it look better, but it works!
