Never having done this, I think a few things would be key.

Holes drilled as close to rebar size and seal around once in place

drill holes in the rebar so that it can be secured by tying off the rebar when high winds.

Have a way to anchor at the base.

Please post your your project when completed. Looks interesting.

You might be able to use the original hole in the bottom and widen it. I'd dig a fairly deep post hole and anchor whatever metal support in concrete. Otherwise you'd need a fairly large wood or metal base.

To adequately secure any vertical yard ornament from falling over in the wind, it should be anchored down into the ground at a depth proportional to the height above ground.

Also, the higher it is, the larger the circumference of the rebar should be to keep it from bending or swaying.

I've done this repeatedly! Easy! Start with a large pot.. Put rebar through the drainage hole and fill pot with soil. Then just add pots at an angle to it. You'll have to experiment with plants that do well. Don't overfill side pots so that water will absorb

Secure the re bar in a decorative patio umbrella base for patio display. I have purchased supplies for doing this same topsy turvy planter, I like the look.
