It's time to gut that area. The leaking I'd rotting out your floor and floor hoist, very dangerous. My friendshower actually fell thru the floor one day and it was on 2nd floor. No evidence on ceiling below, water ran I the walls. Probably a good thing shower doest work.

First you need to determine where the leak is coming from. It can be leaking from one of two sources: water pipes or drain pipes. To do this will require getting into the wall. Once you have an opening turn on the water and look for the leak. Repairing it is pretty straight forward. As far as the shower not working...there is a diverted valve in the spout where the water comes out. Your problem is most likely there. They are easy to replace, and they are cheap. It should have a set screw securing it to the water pipe coming out of the wall. Loosen or remove the screw then unscrew the spout by turning it to the left. Not such a big deal to repair, but as Kelli said... it requires immediate attention.

It is also possible that it is leaking due to failed grout and/or caulking.

Unless you possess moderate carpentry skills and expert pluming skills, this is not a DIY project. If your foundation happens to be a slab you can't access the drains. If your floors are wood heed the warnings from the other folks who posted, it could be rotting the house down. Your best bet is to call in a professional to diagnose the issue and get a bid.
