Hi: I have painted small rugs with success I was happy with! The paint stiffened the rug, but did not wear off quickly. The latest one I did was a coir mat for outside the kitchen door and I painted a large half sunflower on it (it was a half-circle mat) and it has lasted through three winters.
I painted a really cheap Home Depot $19 outdoor rug, where I didn't care if it stiffened it. Unless you use a specialty fabric paint that won't do that, I would probably avoid painting any rug where the texture would matter.
We had a blogger paint a doormat which I think would be very similar as to painting a rug? Here is a link to the blog and a pix of how she did it. Not sure if that will help or not but hopefully it gives you some idea.
