Most have a finish on them, you're better to sand them all down, it shouldn't take much sanding just a little to rough the surface up enough to give the paint something to adhere to, then paint (& stencil if you want to do any type of design or pattern or words on them) once it's dry put a sealer over the whole thing. You could also mod podge pictures (from magazines or tissue paper or napkins or printed photos you took or found that you like) and the same as painting when it's dry just make sure to put a sealant over it :)

you could decoupage the tops or spray paint them
You could easily chalk paint them! No need to sand or strip them! Just clean them and dry them really well and start painting!
