Hi Karen! I love in Pennsylvania and we get harsh winters too. I also have hydrangeas and have to protect them each year from the winds. I cover mine with burlap sacks, apply a 2 inch layer of mulch all round the base. Then I construct a simple wind barrier by stretching fabric, a drop cloth or even a tarp, between poles or 2x2's . I had worked just fine for me for a few years now. I hope this helps a bit.
