How do I apply a pebble finish to a slippery concrete sidewalk?

I have bilateral knee replacements and have difficulty with walking and balance.

    Pebble finish is part of the concrete pour. The pebbles are in the concrete. When the concrete is poured, it's allowed to dry to a "plastic stage". Then the surface layer is gently hosed off revealing the pebbles. I don't think there is a solution to applying any rough finish to old concrete. I think the concrete surface can be ground down to roughen it or grooves cut into it.
