    Metal show racks are very inexpensive at places like WalMart, Menards, Home Dept, Lowes, etc. They also come in different widths and heights. Check these out first. You may find out they are more affordable than trying to make your own.

    There are many inexpensive shoe racks available at IKEA that are great to keep by the front door and look nice too. If you are not in the market to buy one, use an old crate and fill it with shoes.

    Curtain rods make wonderful inexpensive shoe racks. You can install them horizontally in your closet. Be sure to leave enough space between racks.

    Once installed, you hang your shoes by the heel with toe pointing down. Be sure to allow more depth for high heels. This may require a drapery rod which has more depth

    If you have sneakers, I would suggest you purchase an inexpensive hanging shoe bag to those those since they don't have a heel from which to hang on a rod.
