How can I make a 1970 shower look new with practically no money?
Our shower is really old, chipped and the plumbing needs to be replaced. We need ideas that don’t cost much as our budget is tight.

Paint it for now and add some new fluffy towels. It is amazing what a fresh coat of paint and a good cleaning and a bit of organiization can do. Save your money until you can fix it right. Start with the plumbing as that will be the largest expense. Do in stages as funds permit.
Clean what is there really well. You don't say what type of shower surround it is, so not sure what to recommend for cleaning, but a really good cleaning improves almost anything, especially tile and grout. If you have grout that is looking ratty, use a grout sealer on it after cleaning really well.
Hang a second rod along the long wall of the shower and hang a pretty but water proof shower curtain on that. It will hide at least one long wall with something pretty.
Check discount stores for new plumbing fixtures if you need just the parts that are outside the walls (like shower heads and faucets and stuff). You can sometimes find amazing deals. (I got a dual shower head combo at Ollies for $30 - very similar to one a friend paid $80 at a building stuff store).
