How to fix bilco door from leaking with heavy rain?
I have pavers there so maybe need to remove those.

I had a similar problem. My bulkhead door was set on concrete blocks that sat on the concrete foundation. In front of the door was a brick patio. Water would leak between the block and bottom of the door and between the blocks and foundation. We used clear silicone ( a big, thick bead) to seal the front. On the sides we used mortar to seal the joints between the bottom of the door and block, and again between the block and foundation. A similar fix might work for you. The top of your door should be flashed to the siding of your house and if not, is a likely source of leakage. You can use the silicone there too, but the proper way is too install flashing.
