Overseed in fall rather than Spring. In the Northeast at least, cool season grass does better with a long stretch of cool weather to get established. It comes in stronger and germinates better in fall.
I agree with Joy. Grass needs to be at least 12 weeks old before it can tolerate a weed&feed, but if you get strong grass growing in the fall, you may not need to kill the weeds. Grass is a weed itself and it can choke out crabgrass and clover
