What can i use to go over 1 inch tiles on my bathroom floor?

The floor is uneven and also has a couple tiles missing, but I'm hoping I can do something other than removing the tiles first...

There is a new luxury vinyl that can be placed over tiles. You would have to make the floor even but would not have to remove the tiles.
The floating vinyl planks are excellent for covering tiles. Make sure to fill in the spaces where tiles are missing and level the floor with Sakcrete or Quikrete self-leveling cement.
