I have a power recliner chair. It's made from that leather type fabric. And it's also only the seat that's a concern.
That I'd like to repair. But I'm afraid of cutting the power cord. 1 for the recline and the other for the massage. And it needs some padding added to the seat were some of the wiring is. And the seat is also not removable. Might also want to recover the arms. The back, sides, and back rest are fine.
It's really a beautiful chair. And as you can see it's not the actual seat that ripping it's where the leg rest begins. But I would like to do the whole seat and leg rest.
What are your suggestions.

I'm not an upholstery guy, but I'm assuming that the wires and operating mechanisms are located near the base of the chair.
You could cover that with new material and staple under neath
There are vinyl/leather repair kits. They involve putting a piece of fabric inside the tear, and using a material they provide to repair the damage. That will take care of the tears, but you need to do something to protect that part of the chair. A throw maybe? Just "search" vinyl/repair kits and you'll find many. I know Joann's has one in their stores. Good luck.
You could make a cover for those 2 parts. I would do the footrest with elastic on the edge and just slip it over. For the seat make the sides long enough to put a piece of foam under it on the seat then tuck it in. Use a 1" Dia dowel in the sides and back of the cushion to hold it in place.
