You will need lots of ply wood maybe wood crates as many as cubbies you want to make like 4 lockers then 4 crates coat hooks then pot them together and measure wood to divid between them and add a shelf do that inbeetween nail to crates

go to a big box store and buy unfinished kitchen cabinet - uppers. Line them up against a wall. screw together - each child now has their own cabinet. Put a wooden shelf on top with baskets to hold small things.
Do you want doors on these 'lockers'? I think that doors would just get in the way and would be a hinderance to kids using these lockers effectively. If you buy upper cabinets as Alice suggested, it would be waste of money to be paying for the doors that will not be used.
