When I have stains and bleach doesn't work, I always go for the "Whink", (Rust Stain Remover) before I give up. After using I let set a few minutes then I rinse the entire sink with water.

Another person with your issue suggested two things. One, powdered Barkeepers friend, not the liquid and this: Another method that works is a mixture of Cream of Tarter and Vinegar or equal parts of Cream of Tarter and Hydrogen Peroxide. Both work. I do like this method but it requires mixing which takes away from the easy part for me. But if I have the ingredients on hand and I am out of my favorite Bar Keepers Friend then I will make this as a backup.
There is a product called Rust B Gone. Maybe try that. Fingers crossed!
Baking soda and water, in a paste form applied to surface for 20 min. then scrubbed should work.
The bleach may in fact be removing the factory finish, contributing to the problem. Products containing D-Limonene have also adversely affected finish on porcelain fixtures.
Use this Pumie Stick, water and some elbow grease. Works well on any porcelain surface, or vitreous china.
