I have had good luck removing wax with very hot or boiling water.
Heat, hot water soak, hair dryer heat gun should help remove the waxy residue.
Paint wise I highly suggest Rust-Oleum metallic spray paints —it has always been my favorite choice for professional results. The rustoleum spray paint often has primer and paint combined in one. The universal series has an excellent designed applicator- easy to use top spray nozzle that can operate in any angle.

PLACE HOLDER IN FREEZER....WAX WLL FREEZE AND POP OUT
COVER IT WITH BOILING WATER AND WATCH THE WAX COMING OFF
Just pour boiling hot watee over it. Wax will simply melt away.
Pop it in the freezer for 10 minutes or so, wax will flake off in pieces - you may need to use a wooden utensil to help it along its way!!!

Or place it in the oven at a very low setting. Put an old aluminum tart tin under it to catch the melted was and then throw out the plate.
in a warm 150/250 over on a paper towel lined cookie sheet ..if they are metal carful taking them out ,paper towel them off .
I get my lighter, turn the candlestick upside down so the wax doesn’t drip into the cup, heat up the wax, then wipe it off. Keep repeating until it’s all gone then give the candleholder a good cleaning with a metal cleaner like Brasso which you can get in Home Depot.
I used Pledge furniture polish to remove candle wax from both glass and metal.
Blow dryer heat up and wipe guickly.

I'd try both freeze first, if that doesn't work, then heat. Before you paint it make sure the candlestick wasn't covered in a sealer. Some metals, like brass and copper tarnish easily so they are coated with a sealer. The sealer wears off in spots where the item is handled a lot but may still be in the crevices and other areas. I've had luck with Rustoleum products. Make sure you read the prep work recommended on the cans.
I always use the freeze method. It works great, but if you are going to heat water to pour over it or boil the candlestick don't put that used water down your drains, as the wax will cool and adhere to anything in the drains and eventually add to a nasty clog up.
