    Swimming pool paint would be a good choice. It is made to be under water, exterior house paint will not stand up to that.

    If you plan to use it as an actual birdbath, you want to make sure the bottom of the bowl still has some roughness to it. Also, many paints and sealants are toxic to birds so read and research which are safe for them. Generally, you'll avoid any oil or petroleum based paints. Rustoleum and Krylon spray paints and clear sealer sprays are supposed to be non-toxic after they dry.
