You can use concrete and a large old cake pan. You can put glass gems and other decorations in the bottom of the cake pan (which will be the top when done. Be sure to coat the pan with petroleum jelly. Here are two websites for more ideas.

Home improvement stores have molds to use to make concrete stepping stones, check them out. You can make your own molds with just about anything, depending on the shape you want them. You can also make different shapes just by forming molds in the soil along the path you want to make.

I found a silicone round baking pan at a garage sale to use for basically the same ideas as the ones Scarlet posted. The nice thing about the silicone is that they come out easily. :) Wishing you the best.
You could also use a tree round, real stepping stone or giant leaf pressed into damp sand to create a sandcast mold.
