Hello there, If the tiles are well stuck down and not chipped, cover them again with tiles, only this time place the tiles centred over the joints of four tiles so the floor is less likely to lift.
Pretty sure you can go over the floor. Make sure there aren’t any gouges or voids or anything that can poke a hole in the vinyl. Double check it at the store but I think your ok!

Better yet do tje whole floor with vinyl.

Cover them with laminate or vinyl plank waterproof flooring. I have Stainmaster Cottage Oak from Lowe's throughout my first floor including bath.
I've seen some beautiful painted floors with "tile" stencils. I would attempt it in a minute... doesn't look very difficult.
Get peel & stick vinyl plank flooring. It looks great , and is easy to put down.
Great if you are on a tight budget!!!
