Usually, I plant bulbs the same depth of the actual bulb. Unless otherwise indicated.

Things like tulips hyacinth, etc., the spring bulbs, usually are planted a bit deep. The bag you get the bulbs in will tell you how deep they need to go. Sometimes it depends on the size of the bulb, too, as they want the tip of the bulb at a certain depth.
If you live in the colder areas of the country, plant them deeper than the bag directions recommend. 6" deep on a bed of sand works well in zone 5b.
