I use painters masking tape around everything I don't want painted. I remove all wall plates around switches and plugs. I use drop cloths on the floor and furniture. Then paint.
Interior or exterior? For interior walls, always take the time to prep by using blue tape so you won't paint the ceiling or baseboards or woodwork. Make sure the walls are clean and free of dust. If you are drastically changing the color or the walls are in bad shape, it is always best to use primer first. You may then apply your paint using a roller and a brush for the edges. Choose the paint finish you want such as flat, eggshell, etc.

If you're referring to drywall, wipe them down first. Next you'll apply a primer and once that is dry your paint. Always look on the back of the can to see the type of paintbrush/roller the paint recommends.
