How do I refinish old metal folding chairs?

I haven't looked at the video above, but wrapping material round the seat looks like a great idea. You can always stick it underneath with a glue gun if you like to save yourself a lot of sewing or stapling. Nobody will see it there.
Remove the old cover and use it as a pattern. If you are going to put new cushion material on the chair, make sure to allow enough material to cover it and wrap around under the seat. Put your batting or filler on top of the new material ( wrong side of course) and put the seat on top of the batting. pull the new cover up and staple it to the seat in the center, then pull up the opposite side and staple it. Do the same for the sides. Then work your way around the seat, pulling the material taut and folding it in on the corners. Then screw it back on the chair.
The seat should come off with a few screws. Then either remove the old or cover it with new padding and then apply new material and staple it with a heavy duty stapler to the bottom, then just replace it as you found it.
You would want to take off the old upholstery first, if you can. If not, you can reupholster right over it with a staple gun. This is how I reupholstered my dining room chairs: https://www.aratariathome.com/blog/dining-room-chairs
