I don’t fully understand your question. But if your problem is that the batteries aren’t taking a charge, they can be replaced. They are sold in garden centers. Look for the mAh rating on the battery. The higher the number the longer it holds the charge. This rating also governs the price. This is why you see two batteries that look the same but one is $1 and the other is $2.

If it has a film use clear nail polish so the sun can get through again.
Realy you can’t but you could try taking the battery out get a skinny nail file and sand down so there is scratches in the metel contacts that the battery touches then wipe with your finger and replace battery
