Home Depot and Lowe's sell 4' X 8" sheets of insulation board in various thicknesses that could be cut to fit and installed on your skirt as long as the skirt can be sealed from the rain.
You do not say what the skirting is made of... if your mobile has a cement block skirting or the vinyl skirting that most have. I set mine on a four block foundation.
The least expensive is to put straw bales tight around it. Doesn't look nice, but works well.
You can spray foam insulation on the inside of the skirting. Companies do this or you can rent a machine. I'd remove the underlayment and foam the underside of your floor at the same time. Makes things really tight. Works great.
You can get sheets of foam insulation, and cut them to fit. Use a mastic in a caulking gun to glue the insulation.
What is recommended is to get a heavy mil plastic and completely cover the dirt running the plastic up the sides of the skirting rather than just insulating the skirting.
I believe the UBC (Universal Building Code) now recommends not to have vents in the skirting anymore so you can close them off with a foam sheet cut to size.
I've had clients with mobile homes we repaired the skirting with plastic and used rigid foam insulation 1.5" thick that comes in 4'x8' boards. Its easy to cut with a jig saw or a drywall knife. Tape all the seams.
If the insulation under the mobile home is torn, you may want to have that replaced as well.
