Hello, Cut back hostas after it has died back in fall – October or early November in coastal areas and up to a month earlier inland. Although it would not hurt the plant to leave withered foliage on the plant, the foliage gives slugs, weevils and assorted rodents a handy shelter until spring.

I have Hosta and have done a lot of research. They say to cut the flower stem when it becomes dried out, but you can leave the browning leaves until Spring. They need to be cleaned up then as to not cause molding on the new growth. Hope this helps.
