How do I know if bush has fungus?

I planted a lilac bush this spring and it grew beautifully. The leaves are brown and dry looking. The branches have white dots but they don't come off when I rub on them. It doesn't look as thick as it was a few weeks back. We did go through a dry spell when I was on vacation and then we had too much rain.

It will start to die down soon for the winter and change color
