I would check with your council first, I know here in Australia we can not do anything because the meter still belongs to the council. If they say it is ok. You can box it in with trellis and cover the trellis with real or fake ivy or another climbing vine. And leave an opening so they can still read the meter.

We did planted native bushes around our meters. It took a few years to grow, but it looks so much better!
I paid to move it to the side yard.
