Put them in a large trash bag. Spray them heavily with oven cleaner and close the bag. let them sit for a day and then pull them our and spray them with a hose.

Go to the dollar store and get some spray on oven/grill cleaner. Heavy duty if you can find it. Put the racks in a black plastic bag, spray heavily, and tie shut with a twistee. Leave the racks in the bag overnight. All the gook should be gone, if not spray again, and leave for another few hours. The baked on stuff will wash right off.

This also works for stove top grates. I do it all the time.

You can use ammonia and put them in garbage bags..... works pretty well. Good luck.

Fill your bath with the hottest water possible, add half a bag of washing soda, stir till dissolved. Leave in overnight. Wear gloves, (it will make your hands dry) simply wipe the baked on food off. This method works for glass, metal anything other than aluminium. The inside of the oven can be cleaned with cleaning vinegar and bicarb soda.

hot water with Dawn and wash the grates outside.

If they are SUPER bad, can you pick up some used ones or new ones? I use what Mar, above replied......only my method of madness is a tad different.
