Best time to clean up perennial gardens?

Don't know what perennials you have but iris is best to trim leaves back (1/2 way in a fan shape) and replant after blooming early in the year. Lilies are not as fussy and many can be transplanted anytime. I would trim plants in the fall and move in the spring, some may not bloom until the following year.
