Hi. Sounds like they've gotten a little too much water. The buds may also have been damaged.
Hi Jac, I don't have any mums because they don't seem to grow well in south Texas, too close to the desert I suspect. But I have found a good article which may be of help to you. It seems these gray buds are a fungus. It tells you what to do with them. I hope this is what you are looking for.

I’ve had this happen before also. I simply took the time to pull all of the gray buds and gray blooms off. The new buds quickly replaced them and it began to bloom again.
