How do I attach 2 shelves together to create a bench. I have the legs and have 2 shelves, 8 inches thick. will wood glue or wood cement work?

No glue won't work, you will need to add a center brace underneath to the floor, like a 2"x8" the same height as your legs, I would double it up and you can glue the two pieces together, then when dry, nail/screw and glue the shelves to the new center brace.
The easy way is to use Flex Glue. I use Flex Glue on everything. Strong as hell and never separates. Walmart was best price for me. And I used the Flex Tape. Waterproof and strong enough for a recent Hurricane.
