I used a steamer to get mine off, it was horrible gold veined contact contact paper in the entryway and down the basement stairs. in a house we purchased. I had to remove the outer vinyl coating in order to get the paper off.
First, score it with a good scoring tool. Then apply a mixture of 1 Cup of liquid fabric softener (like Downey) to a gallon of warm water with a t-shirt. Let sit for 10 to 15 minutes and peel off. It should come off easily.

Use a steamer. Steam it lose and scrub it down.
