Wisteria are a challenge and have several factors that cause them to bloom(or not). They have to be older ( 7-15+ years old), and they need to be planted where they get full sun. Too much nitrogen in the soil can cause lots of leaves but no flowers. Fertilizing in the Spring will cause you to have lots of leaves and no or few flowers. Over pruning can also cause lack of flowering. The most common cause for lack of flowering is to much NItrogen, so to correct that you need to add Phosphorus (Phosphate) to the soil. Root pruning also reduces the Nitrogen to the plant. You root prune about 3 feet away from the plant and then take a shovel to the roots and sever them. The biggest issue I see is that someone will have a Wisteria planted in the yard and then people tend to forget that if they fertilize their yard, it also fertilizes the Wisteria. The problem is you want lots of leaves on your grass, but you dont want that on your Wisteria. Lawn fertilizer and your Wisteria are not good for each other. I wish you luck and I say this as someone who has 3 plants that I dearly love.
