As a general rule you do not fertilize before a plant goes into dormancy. Here in So. CA we have summer and "not summer" a few cooler months praying for rain. Today 93° at my house today but was 40° at 6 a.m. other than my citrus trees I have stopped fertilizing probably until late February of next year. I start fertilizing depending on the weather. When things start leafing out, I start fertilizing. What plants do you have? Maybe we can narrow it down and provide you with more specific suggestions.
