NO! That isn't the problem, its a cycle failure. Take a picture of your Label inside your washer that shows make & Model, go to google enter the make and Model of your washer and that washer won't drain then push search. A list of things and videos should pop up on what you can try or how you can repair it yourself: https://www.youtube.com/watch?v=Z1PQMAjN1fA

Another thing you could try is get the make, model, and serial number, call the manufacturer hot line, they have technicians standing by to advise you and help you trouble shoot.

Did you clean the screen filter in the hose that is attached to the back of the machine good luck I never heard of such a machine.

Do NOT use drain cleaner in your washing machine! While it's possible something is clogging the drain, drain cleaner may damage machine parts.

However, you do need to drain the machine before any repair can be done. The tub will drain if the drain hose is laid down lower than the bottom of the interior washer drum. Move the washer enough to unhook the drain hose from the stand pipe. Place a bucket in reach of the hose and lay it down till water begins to flow out. When the bucket is nearly full raise the hose so the water stops flowing. Empty the bucket then repeat until the washer is mostly empty. Some water will remain in the pump. Here is a general service guide, but you may need to call for repair. https://home.howstuffworks.com/how-to-repair-a-washing-machine9.htm
