STOP WATERING YOUR PLUMERIA WHEN LEAVES BEGIN TO DROP. Hopefully, your plumeria is going dormant. Allow the soil to dry fully before watering again. Plumeria is one of those plants that needs sun and warm temperatures.
To grow these through the winter, a large, south-facing, window would be good, but you can also use a fluorescent light that is left on 15 hours per day. The minimum temperature should be 65ºF. Temperatures cooler than 55º could kill plumeria. Humidity is important, so mist the leaves and avoid setting the plant where a heating vent blows on it. If you can't provide these conditions it is safer to let the plumeria go dormant.
I used to have plumeria and would winter them over in a bright southeast-facing room. They always went dormant, and began loosing leaves soon after I brought them inside.
