Very warm soapy water and wash cloth will do the trick but may have to wash the wall a few times. If the paint is flat finish you may have to repaint that area once it is cleaned.
Use rubbing Jsopropyl alcohol (70 or 91%) on a cotton ball or soft cloth to dissolve hairspray droplets and that fine layer of spray you can feel. You may have to go over the spots many times to completely dissolve it. Wipe with a microfiber cloth.
Have you tried a Mr Clean magic eraser? Depending on what type of paint you have on the wall, alcohol will eventually melt the paint. If the magic eraser doesn't work, try some Simple Green.
Can't use any product with alcohol in it,it'll mess up paint. Try 1/3 fabric softener with 2/3 warm water spray on wipe off with soft cloth use on walls,shower or tub,sink,towel racks;soak hairbrushes & combs in bowl with Dawn dish soap and hot water then rinse with hot water.
I used Windex with a magic eraser
